The former Ulster County Jail, located in Kingston, New York, looks like a
typical government office building. The jail was opened in 1971 and closed
in 2007 when a newer facility was opened near by. For 36 years, the
former jail housed some of the worst members of society.
Many people are often under the mistaken impression that county jails are
not 'as bad' as prisons. The reality is that county jails are a place where all
kinds of inmates are housed. Offenders range from petty criminals serving
out misdemeanor sentences of a year or less, felons serving county time,
parole and probation violators, defendants awaiting trial, and convicted
felons awaiting transfer to state facilities. Offenders housed here would
represent the spectrum of penal law violations, from larceny, burglary,
robbery, assault, sex offenses, homicide and other crimes. They would all
be housed here.
We were fortunate to be granted exclusive access to this former jail.

Always evaluate evidence with a critical eye. The image of a person
in this infrared image is not so ghostly. It is one of the officers who
accompanied us on the investigation.
